Barry Talley is the Executive Director of Fine Arts for the Deer Park Independent School District located in the Houston area. He has been the Choral Director at Deer Park High School since 1981. His choir was selected to make their fourth appearance at a TMEA Convention in 2006. DPHS choirs have performed before four National ACDA Conventions in 1991-Phoenix, 1993-San Antonio, 1995-Washington, DC and most recently at the 2003 ACDA Convention in New York City where they appeared in Carnegie Hall and the historic Riverside Church. In 2000, the DPHS Chorale was featured on national television at the famous Crystal Cathedral in Garden Grove, California. In 1998, they were selected to appear at a tribute concert held in New York City’s Lincoln Center in honor of Weston Noble’s 50th year at Luther College. Talley served as the President of the Texas Music Educators Association in 2000-2001. It was during his tenure that the old TMEA building was sold and the contract signed on the present location. The number of All-State Performing groups was expanded to include a third band, a third orchestra and a treble choir. The historic agreement was also made to bring the ATSSB All State groups under the TMEA umbrella. It was also under Talley's time as President that a new alignment was put in place. The process included a great deal of membership input and debate. When the dust settled, one new region was formed—Region 24. The basis of the alignment was to create more parity at the area level in terms of numbers of schools participating. The TMEA/UIL realignment of 2000-2001 moved TMEA closer to that goal. Membership growth and convention attendance continued to climb and reach new records.
