TMEA Marching Band Philosophy E-mail

TMEA believes that instruction in concert band, solo, and small ensemble settings is curricular and fundamental to the delivery of the Fine Arts Texas Essential Knowledge and Skills (TEKS) in Music/Band. As such, these components should be the primary focus of band programs in Texas. An exemplary marching program, which, by state statute, is a designated extracurricular activity, should enhance music instruction by providing worthwhile opportunities and positive experiences that support the TEKS. 

  • TMEA believes that “music has an integral role to play in the education of Texas school children. To maintain that important role, Texas music educators must clearly understand their duties and obligations and perpetuate the dignity and honor of the profession.” (TMEA Code of Ethics)
  • TMEA believes when scheduling performances, events, and rehearsals, the music director must “recognize the importance of the total educational process and remain sensitive to each student’s needs in terms of academic pursuits, family life and extracurricular activities.” (UIL, C and CR, Section 1101(d)(4))

Some examples of abuse of such could include:
a) non-compliance with the 8-hour rule
b) excessive number of events in a given week
c) excessive number of events in a given month
d) excessive time spent in closure after an event
e) not providing time for tutorials or other academic needs

  • TMEA believes that the administration and maintenance of a marching band program should not be to the detriment of other musical content areas.
  • TMEA believes in the promotion of collegiality, cooperation, and communication among all school faculty and staff members, including those who sponsor extracurricular activities.

In addition to the aforementioned beliefs, TMEA strongly encourages directors to:

  • Develop and distribute, in a timely manner, event and rehearsal calendars to students, parents, and school staff.
  • Be aware that the University Interscholastic League (UIL) requires a statement of compliance to be signed by directors and students participating in a marching band program.

TMEA acknowledges that most programs require all students to participate in the marching band. However, TMEA also recognizes that programs exist that include an optional marching band component where student participation includes consideration given to individual needs. Student participation policy is established at the local level.

TMEA will continue to provide professional education to support these beliefs through clinics, workshops, leadership columns, and magazine articles.
